heard there indeed had been an offering in the early 1990ies from Russia to the
Germans to buy it back- for any astronomical sum.</font></span></div>

authorities didn't accept it because of two main reasons:</font></span></div>
<div><span><font face="Courier New"><u>1st:</u> too
expensive in those days of rebuilding the former DDR (Eastern
Germany; since 1990 part of the re-united
Germany);</font></span></div>
<div><span><font face="Courier New"><u>2nd:</u> the
Polish government would have seen this as an act of aggressive, imperial
politics of Germany.</font></span></div>
<div><span></span> </div>
<div><span><font face="Courier New">Russia then started
a kind of program to enable Russian people of German descent to settle in that
(partly vasted) area. I'm not well informed about the success of this
program, but I know that there indeed is a lot of business (and
touristical) action</font></span><span><font face="Courier New"> between the people of the 'oblast' of Kaliningrad and
people of the EU, which in the eyes of the inhabitants over there generally
might be aspected as 'Germans'.</font></span></div>

<div><span><font face="Courier New">I've also heard
about the rumour </font> <font face="Courier New">that Russia would like to
establish a kind of free-trade zone in this meanwhile enclaved
area.</font></span></div>

there are some cultural acquaintances between German and Russian
organisations helping to restore historical buildings etc. specially in the city
of Kaliningrad.</font></span></div>
