Marsha.  Another of our "rules" here at my agency disallows passive
constructions </span></font><font color="navy" face="Wingdings" size="4"><span style="font-size: 14pt; font-family: Wingdings; color: navy;">J</span></font><font color="navy" face="Berlin Sans FB" size="4"><span style="font-size: 14pt; color: navy;">.  Government agencies (in Texas anyway)
have such a historical over-use of passive voice that we have taken to trying
to overcome it.  So, working under these two rules (one self-imposed, one
imposed by my employer) makes for some funny sounding stuff.  Add to that the
fact that I try to write using E-prime (self-imposed again), and it can become
downright bizarre!  But, hey, they pay me the big bucks for that, right?  (tongue
in cheek).</span></font></p>
