Pretoria - ’n Interne memorandum waarin ’n
direkteur van ’n onderwysdistrik in Pretoria
’n mandaat van die Gautengse onderwysdepartement vra “om enkelmedium-
Afrikaanse skole na parallelmedium-skole te transformeer”, het skoolgemeenskappe
aan die gons.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">In die memorandum, waarvan
Beeld, susterskoerant van Die Burger, ’n afskrif het, vra mnr. Joe Mokhosi,
direkteur van die Tshwane-Suid-distrik, mnr. Boy Ngobeni, hoof van die
provinsiale onderwysdepartement, die mag om te begin om Engels in Afrikaanse
skole in te voer.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Mokhosi verwys na die
Grondwet, die Skolewet en die onlangse Hoërskool Ermelo-uitspraak. Hy sê
distriksamptenare het hoofde van Afrikaanse skole in Centurion, Pretoria-Oos
en Silverton ingelig hulle wil daarvan parallelmedium-instellings maak.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Skole is gevra om die
kwessie met hul beheerliggame te bespreek, maar die meeste skole het die saak
na die Federasie van Beheerliggame van Suid-Afrikaanse Skole (Fedsas) verwys.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Volgens Mokhosi is die
probleem dat daar tans 44 skole in dié gebiede ter sprake is. Daarvan is 14
hoër- en 30 laerskole. Van hulle is 14 Engels, 24 Afrikaans en 6
parallelmedium-skole.</p>

<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Volgens Mokhosi is daar tans
groot druk op Engelse skole, en dit gaan volgende jaar vererger.</p>

<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Hy wys in die memorandum
daarop dat ’n peiling vandeesmaand getoon het daar is 955 Engelssprekende
leerders op waglys A en 3984 op waglys B wat nog nêrens in skole geplaas is nie
– dít terwyl die getalle steeds toeneem.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Volgens Mokhosi is daar
gekyk na Afrikaanse skole se kapasiteit en die getalle leerders wat al
ingeskryf het. Die slotsom is dié skole kan
in laerskole ’n bykomende 3900 leerders en 1350 in hoërskole akkommodeer.</p>

<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Die lewensvatbaarheid van
parallelmedium-skole is getoets, het hy gesê.</p>

<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Fedsas het vandeesweek ’n
brief aan die departement gestuur waarin hy sê amptenare druk hoofde van
Afrikaanse skole om Engelse leerders in te neem, ongeag hul toelatings- en
taalbeleid.</p>

<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Fedsas meen die indruk word
gewek dat Afrikaanse skole geteiken word om Engelse leerders in te neem terwyl
daar in ander distrikte vir hulle plek is.</p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal"> </p>
<p style="font-family: arial,helvetica,sans-serif;" class="MsoNormal">Fedsas wil weet of die
mandaat toegestaan is en indien wel, wil die federasie hê die beleid se
grondwetlikheid moet vasgestel word alvorens dit toegepas word. Dié proses kan ’n hofaansoek
insluit.</p>
