Anybody knows who these people are?

Estimado Michel:
 
The man looks a lot like the late Ross Parmenter (who died in 1999),
although I didn't meet him until 1994, much later than your photograph, so
it's hard to tell. Did anyone on this list know Ross well enough to confirm
or refute this possibility?
