</SPAN>Il y a toujours eu dans l'Enseignement Supérieur français des cours
donnés en langues étrangères : par exemple, bien sûr, des cours de langues
vivantes, mais aussi, notamment dans les écoles de commerce, des cours destinés
à former des cadres à l'exportation ou susceptibles d'être expatriés, ou encore
dans les soutenances de thèses en co-habilitation… et c'est normal. Mais
l'article 2 de la loi présentée par l'actuelle Ministre de l'Enseignement
Supérieur, en particulier par ses motivations, va bien au-delà d'une ouverture
légitime, quand elle est mesurée, à un véritable plurilinguisme : c'est la place
du français dans la culture internationale et, à terme, la place de la France
dans le monde qui sont en cause. Mme Fioraso pense attirer des étudiants
étrangers en développant les enseignements en anglais dans l'enseignement
supérieur français. Cet argument est non seulement faux, mais dangereux pour la
place du français dans le monde. </FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify;"><SPAN style="FONT-SIZE: 11pt;FONT-FAMILY: 'Times New Roman','serif';"><FONT face="Arial"><FONT size="3"><SPAN>
</SPAN>Cet argument est <B>faux</B> car on sait bien que certaines nuances de
pensée (et dans certaines disciplines ces nuances sont le cœur même de la
pensée) ne peuvent s'exprimer que dans sa langue maternelle: si un français ou
un allemand fait cours en anglais, même s'il a une excellente connaissance de
cette langue, il ne pourra pas exprimer les mêmes nuances qu'un anglophone. À ce
jeu, c'est toujours l'anglophone qui l'emportera et les étudiants étrangers
préfèreront s'inscrire dans des universités anglophones… à moins que
l'université française, dont l'honneur est d'être généreuse dans son ouverture à
des candidats étrangers à condition qu'ils sachent parler et écrire français, ne
remplace tous les universitaires français par des anglophones ! Un collègue
physicien défendait l'usage exclusif de l'anglais dans les colloques
scientifiques internationaux par l'argument suivant : nous, étrangers, parlons
un “petit anglais” très simplifié et les anglophones sont obligés de rabaisser
leur anglais à ce niveau. Quel désastre pour l'esprit humain (et pour l'anglais
lui-même) ! <B>Les langues constituent dans leur diversité un patrimoine mondial
immatériel</B> : <B>quel appauvrissement et quelle régression ce serait pour
l'esprit si tous les chercheurs et penseurs, dans toutes les disciplines, ne
s'exprimaient plus que dans un “basic english” !</B> Quand Rome a dominé le
monde, le latin n'a pas supprimé le grec (ni les langues extérieures à
l'Empire). </FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify;"><SPAN style="FONT-SIZE: 11pt;FONT-FAMILY: 'Times New Roman','serif';"><FONT face="Arial"><FONT size="3"><SPAN>
</SPAN>Mais il y a plus : l'argumentation fallacieuse de Mme Fioraso met en
danger la francophonie et la place du français dans le monde : est-ce que les
étrangers francophones viendront dans nos universités pour recevoir des
enseignements en anglais ? Faudra-t-il prévoir des cours d'anglais pour
permettre à des étudiants étrangers francophones de suivre nos enseignements ?
Que serait une université française enseignant en anglais ? Une fois que toutes
les élites africaines auraient été formées en anglais, pourquoi
conserveraient-elles le français comme langue officielle de leur pays ?
<B>Accepter l'argumentation de Mme Fioraso, c'est tirer un trait sur la
francophonie !</B> </FONT></FONT></SPAN></P>
<P style="TEXT-ALIGN: justify;"><FONT face="Arial"><FONT size="3"><SPAN style="FONT-SIZE: 11pt;FONT-FAMILY: 'Times New Roman','serif';"><SPAN>
</SPAN><FONT size="3" face="Arial">C'est aussi renoncer au statut international de
la langue française. Nous avons jadis entendu au CNESER un ancien président
professeur d'économie dire : il faut faire tous nos enseignements de master et
de doctorat en anglais ; le français, les étudiants étrangers l'apprendront avec
leur copine française ou en allant au café. Ce qui en clair signifie : il n'y
aurait plus qu'une langue de culture, une la</FONT></SPAN></FONT><SPAN style="FONT-SIZE: 11pt;FONT-FAMILY: 'Times New Roman','serif';"><FONT size="3" face="Arial">ngue noble permettant d'exprimer une pensée économique, scientifique,
juridique, littéraire, philosophique, et le français devrait devenir un dialecte
utilitaire limité à la vie quotidienne. De fait, si le français n'est plus
reconnu, même en France, comme une des langues de culture (il n'est pas question
d'opposer le français à l'anglais, mais de <B>revendiquer le plurilinguisme
comme richesse culturelle de l'humanité</B>), il perdra son statut de langue
internationale. Comment se fera entendre la voix de la France dans le concert
des nations quand le français aura perdu son statut de langue culturelle
internationale ? <B>Toucher au français dans l'enseignement supérieur, c'est
accepter le déclin de la France.</B> </FONT></SPAN></FONT></P>
