IPA-SIL keyboard layout for Mac OSX v. 0.6 (alpha)

I have tried to install and use the above SIL program for keyboard 
access to IPA, however it seems that my computer won't recognize it 
(Mac OS X10.3.9). Does anybody have any clues or more information?
