seconds to milliseconds

Does anyone know any greps or macros that will convert seconds into  
milliseconds.

I have a toolbox transcript with Elan outputted time codes in seconds  
and milliseconds eg 417.520.
I need to convert it to Clan except that Clan uses just milliseconds.

I assume that what is to the left of the decimal needs multiplying by  
60 and then adding to what is to the right of the decimal.
I've no idea how to do this.
