ELAN to Toolbox batch process

Thanks Paul.

My script is largely done, though still needs some tweaking and bug-fixing.
And at present it just does Elan => Toolbox direction. I will indeed add it
to the Resources page, if I feel that I've got it to a clean enough state
for others to use.
