In TECkit, it is certainly the case that it was originally intended for
conversion between legacy encodings and Unicode. In order to support
conversion to complex legacy encodings (e.g. visually-ordered,
presentation-form-encoded Devanagari), the system had to allow for
discrete mapping steps. So, instead of

legacy <> unicode

it can support

legacy > legacy > unicode > unicode

(and the reverse). So, it's possible to use it for at least some types of
text transformations within a single encoding (either legacy or Unicode).
