Refereeing

1. I'm delighted that Chuck will be at AATSEEL, and
2. There are several major advantages to refereeing:
  a. The paper will be more carefully prepared,
  b. The papers can be sorted into logical groups
  c. The writer can have more time to consider the audience.
(I happened upon a paper in SanDiego and was seriously  concerned lest I
die before I got out of there.)
So when can we institute refereeing?
