On the question of who is dictating to whom:

The first time the question of the def article with Ukraine came to my
attention was when I was editing SEEJ. And it was by an native speaker of
English of Ukrainian extraction with native Ukrainian. So is this a
Ukrainain trying to dictate grammar to native speakers of English? I
don't think so. But someone with one foot in both cultures and
grammars...which is probably not unusual. We agreed to go along with her.
After all it was her paper that we published.
