Just a question with regard to the "native speaker" issue.

Obviously every department needs to have a "native speaker" available,
at least for the reasons enumerated by Richard Robin.

What would be wrong with the idea of departments bringing language
instructors from Russia, on an annual basis, to act as "foreign language
assistants", as was the pratcie in certain British univerisities?
