Many American cities have concentrations of Russian immigrants.  New York
City has such a concentration, Philadelphia and Pittsburgh do as well.
Most of them are Jewish and I've had success finding conversation partners
by contacting my local Jewish Community Center.  I'm not Jewish, but this
was not an issue.  At least here in Pittsburgh, the JCC has typically been
pretty helpful.  You might want to call a local Jewish Community Center in
your area to see if they are dealing with any Russian immigrants.
