Russian course on the web?

I'd like to share a message I received few days ago from a fellow in Oregon:

Help!!!!!

  I live on the Oregon Coast in an area with little to no resources.  I
have a desire to learn the Russian Language and to this end am looking
for a self contained course sequence that offers good value and
success.  A tall order I know but with the technology for sending
recorded voice, video and text via the WEB there should be no reason why
it can not be done.  I have a pen pal in St. Petersburg who has offered
to help me in my efforts.  Please direct me to the resources that will
provide me with the language skills in Russian.

Anyone out there interested in getting a virtual team together to develop a
Web based course that concentrates on the reading, writing, and listening
skills? The team can consist of 5 to 500 members. If there is interest in such
a thing I can write up and post on SEELANGS a prospectus describing what it
would take to do it. If successful, the same model can be used to develop
similar courses for other languages.
