Help! Bishkek state university

Dear list-readers,

For weeks now I've been trying to get through to the Bishkek state
university on the phone, on the fax and by e-mail. But either nobody is
interested in answering the phone, reading faxes or e-mails, or they
didn't pay their electricity bill. Or are they just on holiday? Or do I
have wrong addresses and telephone numbers?
Can anybody give me a hint or a second e-mail address, telephone or fax
