David has graphically described "the problem with Russian" at most high
schools.
I can say that what is _not_ needed is an academic telling the teacher
that the kids spend all that time and learn nothing.
Some sort of mutual understanding must occur. But then they might have
to talk to one another.  One can imagine a large and satisfying Russian
course that might include the alphabet, greetings and a lot of
(specified) culture. For example. gg
