Sorry that I forgot the exact term in English for "moral'nyj iznos".
It may be "moral devaluation/depreciation/ammortization" and it
obviously originates from English (hence "moral'nyj" in unusual
meaning).

FYI, it means "wearing out not in the sense that it has worn out
physically, but in the sense that has become unusable due to
technical progress, etc." PCs are a good example: they are
usable for at least five years (hence a twenty percent depreciation
per year), but they lose value by at least fifty percent a year
due to rapid changes.
