The quote comes from Zhizn' Klima Samgina, part 1,
chapter 2, 1925.

Dear Seelangers:

I remember reading somewhere a quotation from Maxim Gorky the essence of which
 is that a country's level of civilization could be
measured by the country's attitude to women. Can anybody tell where in Gorky's
 work I should start looking for this sentence? If
there is anybody else who said something to the same effect, it's OK. I need
 this as an epigraph to my forthcoming book on gender
relationship in Russia. Please answer off-list.
