DNS problem?

I have noticed many useful Russian WEB pages are not reachable from
Japan, including http://pubs.carnegie.ru

I wonder if you know a solution (one way I can think of is finding
out the numerical address and use it).
  If adding a DNS server name on my computer solves the problem,
that will be very fine.

No problems at all, accessing Russian sites from Moscow, using providers
such as ROL, MTU, etc.
