Maybe the problem is not in your DNS, but in the distance between Japan
and European part of Russia?

The main connection point, which is used by many ISPs in Moscow (and
most russian websites are located here), called 'M9 Point' is
connected to the nearest gateways in Finland and Germany - and there
are only few connections to the eastern part of Russia. It may happen
that your IP packets go to NY, then to Berlin, and then to Moscow
- but not directly through Khabarovsk or Vladivostok.

But wait a minute! I have just made a 'tracert tsuji.yt.cache.waseda.ac.jp'
from DOS window and look what it gave to me:

There are normal delays when the packets cross Russian territory
through Rostelecom network and the problems begin when they reach Japan.
Look at the step 13 - the delay has doubled at this point!

Maybe the problem is not in your DNS, but in the network overload?
Call your ISP's technical support - maybe they will fix the problem.

And if you still blame your DNS - why not to install local one? Of
course, you will need a little bit more memory for your computer, but
it should help. You can also include couple of additional DNS
addresses to the list in your system's network settings. Use ones from
Cityline, Comstar, Rostelecom, Russia-On-Line etc. - if your DNS will
fail to resolve Russian hostnames to IP addresses, your system will
try using DNS servers you added.

Good luck!
