aatseel web server update

Dear SEELANGers,

We've isolated and repaired temporarily the source of the connectivity
problem that rendered the AATSEEL web server inaccessible yesterday. At the
moment the server is back on line. It may go down briefly while we
implement a permanent fix for the problem (related to new network
configurations at the host institutions), but we don't anticipate any more
protracted down time.
