Perhaps Stalin's death in 1953 put a damper on things.

That's funny, because I can say for a certainty that the 300th anniversary
is going to be celebrated in 2003. Maybe they were celebrating the
anniversary of a specific event in the creation of the city, rather than the
actual beginnings of it, or something like that.
