Wasn't it Shcherba who discussed at length the utterance "Vam chaj ili
kofe?" with no verb in sight?

>1) What are you going to do?
>"Ja budu pit' kofe" (One cannot answer "Ja budu kofe").
>
>2) Do you want tea or kofe?
>"Ja budu kofe" (One can insert "pit'" but it is not necessary).
