It seems to me, that jest' implicates a physiological function, while kushat' implicates a social one.
Ja jem kogda golodnyj, a kushaju s druzjami.
Of course I don't propose this definition as a rigid one, nor as a grammatical rule, but something as a deep understanding. Conceptions of "politness" may come from this understanding, and also, differences when speaking about animals or human beeings.
