Accessing Dollars In Moscow

        I'll be in Moscow this summer and need to know if it is possible
to access dollars at banks or ATM machines using either a Visa
credit card or a Mastercard debit card.  I have heard that at one time it
was possible to access both rubles and dollars at ATM's but I do not know
if this is still the case.  I will be very grateful for this information.
