Scholarship search for Russian Summer Language Program

Hello,
I am trying to find scholarship availability for a summer intensive
Russian language program at Tallinn Pedagogal University in Tallinn
Estonia for my daughter who was adopted at the age of 12 in 1997 from
Tallinn, and whose first language is Russian.  She has lost most of her
Russian, and needs two years of a foreign language requirement to get
