Bill Gates opened it for us all a long time ago.  ;-)

See the URL below for illustrated instructions that show how to
install and configure Windows95/98/ME Cyrillic.  Some of the
application-software information is getting out of date, but the
operating system setup info is still good.  As Mr. Denner correctly
stated, this won't work for NT/2000.
