Etakratiia

Thanks to all who came to my aid--both on and off list--in dealing with the
term "etakratiia."  The "hit" from the Институт Дистантного Образования (!)
Российского университета дружбы народов forwarded by Kjetil Rå Hauge
inspired particular confidence.  I think I will use Genevra's suggestion and
translate the term as "statist" with a note to the editor explaining the
shortcomings of this solution.

Perhaps "etatism" or "étatism" (with an aigue over the "e", in case
that does not come across) would be the best English translation, if
you would not venture into "étatocracy".
