Dostoevsky quote

Dear Colleagues,

Can anyone identify where Dostoevsky says something like "A society will be
judged not by how it treats its upstanding citizens, but by how it treats
its criminals."  I don't  have the Russian.  Lots of sites on the web quote
this sentence as Dostoevsky's, but nobody gives the source.
