Those same visas still take a month to generate support for, so I don't know
that it will solve any problems in this case.

they get their one-month visa and then the host university registers them
with OVIR/UVIR for the duration of their stay, and that takes care of
everything. They only need to get an exit visa at the end, but that is still
done by the host U, and no trips to Tallinn are involved. If your students
are coming to a Russian institution, the host might do the same.
