The Russian National Library in St. Petersburg has masses of stuff online. English version is at http://www.nlr.ru:8101/eng/line/index.html

The postcards of St. Petersburg in particular are excellent. Not sure what the copyright situation is, though, but I'm sure the library will tell you.
