Position Description

Summary:
The Accounting Liaison for Programs assists the Chief Financial Officer, the Senior Grants Accountant and Program Managers in ensuring the efficient exchange of information and documentation between program staff and various funding agencies.  The incumbent is responsible for both programmatic and administrative issues that impact financial transactions.  This position also focuses on the A/P functions, journal entries, JE log and binder maintenance, as well as assists with G/L account reconciliation. The A/P functions include processing of check requests and stipends, reconciliation and maintenance of accounts payable information, and providing backup to the Sr. A/P Specialist. It is expected that the incumbent will work 50% on the Bolashak Program and 50% on other programs (as determined by the Chief Financial Officer). This position reports to the Chief Financial Officer, with significant programmatic guidance from the Senior Grants Accountant and Program Managers.

PRIMARY RESPONSIBILITIES INCLUDE: 
·Processing of AP checks and preparing invoices related to the Bolashak Program;
·Leads the effort to document and verify all Bolashak Program expenses;
·Works with NIS Accounting Liaison to advise program and administrative staff on local (Kazakhstani) legal and taxation matters;
·Manages periodic meetings with Bolashak Program staff to communicate fiscal priorities, establish deadlines, give financial status reports and provide a forum to exchange information and ideas;
·Tracks and analyzes the Bolashak Program budget and actual expenses, and;
·Communicates regularly with Bolashak Program staff, including staff in Kazakhstan, regarding financial and budget matters.

ACCOUNTS PAYABLE:
·Enters check requests and stipends into A/P system according to the payment schedule.  Reviews edit reports for input errors and makes corrections as appropriate. 
·Reviews all check requests and stipends for proper account codes, backup documentation, and authorization by the Bolashak Program Manager. Batches and processes payment requests in Solomon each Wednesday in accordance with A/P policy.
·Researches and answers A/P-related questions to both internal staff and external parties. 
·Prints and distributes checks according to the payment schedule and special instructions from the Chief Financial Officer.
·Performs weekly maintenance of accounts payable records, including using Bank of America positive pay, voiding checks, applying adjustments to existing vouchers, printing A/P aging reports and running zero balance checks.
·Prints and reviews accounts payable reports such as A/P aging, vendor trial balance, A/P check register and 1099 vendors for accuracy and completeness. 
·Assists in reconciling A/P sub-ledger with the General Ledger. Enters appropriate adjustments to correct any discrepancy.
·As a backup to the Sr. A/P Specialist, sets up 1099 (and other) vendors and distributes 1099 forms at year-end, as necessary.
·Files and/or oversees the filing of A/P documents and maintains the overall A/P filing system.

OTHER DUTIES:
·Works with main Finance Department staff on other duties as assigned.

QUALIFICATIONS:
·Fluent Russian and English
·Excellent oral and written communications skills
·Experience in managing American Councils programs, highly desirable
·Familiarity with Solomon IV including the Project Controller module, as well as Microsoft Excel.
