Foreign Service Institute language ratings

Does anyone have a copy of the Foreign Service Institute language 
ratings from the 1970's?  I seem to remember that along with the four 
groups (Russian is group 3) there was a table giving approximate numbers 
of contact hours to attain a certain level of proficiency in each 
group.  On the Internet I have found one version that appears on many 
commercial sites, but which lumps groups 2-4 together.
