Russian tricolor

Another twist to 'borrowing' national colours: it appears that the
tri-coloured flag (at least the Dutch, and by extension the Russian and
the French) has been taken over in recent years to be used as an
advertising 'OPEN' sign by commercial enterprises in America (I have
noticed a few here in Canada too).  Does anyone know the origin of this
'borrowing'?  Does anyone know the reaction of the country or countries
from which it was 'borrowed'?
