Sennaya Ploshchad - safety question

There are many shady characters who loiter around the metro station there.
They all wear signs that advertise their illegal enterprise - buying and
selling gold, silver, cell phones, jewelry, etc.  One literally must wade
through dozens of these vendors before exiting the main square.  I'm sure it
creates an environment where more petty crimes go unnoticed.
