Yes, I think he is the same Vladimir E. Flint who, as I understand, was 
the Roger Tory Peterson of the Soviet Union.  He wrote the Foreword to a 
very beautifully illustrated book by Algirdas Knystautas, THE NATURAL 
HISTORY OF THE USSR (1987, in English).  There is a photo of a 
"Long-Legged Buzzard" (Buteo rufinus) on p. 171.
