It strikes me that the title of the pub, "Russia Beyond the Headlines,"
does not even make sense, logically or linguistically... 

Actually, it makes perfect sense.  "Beyond" comes very close to
capturing
many of the senses of "za". It's just that there are more things on this
earth than exact equivalences, and style can nearly always be improved
upon
.....
