N. Fedorov quote

Hello,

    First of all, I wanted to say that while I am new to the list and have very
much enjoyed the discussions taking place here.

    I was hoping someone could help me confirm/find the source of a quote
attributed to N. Fedorov, the Russian futurist/philosopher. It is something
along the lines of Russia being an autocracy tempered by holy foolishness,
though I would like to find, if possible, the wording in the original. Thank
you.
