The ich-pronunciation is mentioned as 
characteristiuc of some varieties of Russian in 
Andersen 1969:

Fn 4 "There are varieties of Russian in which j 
at least in some of the environments termed weak 
position here is realized as an obstruent, 
devoiced to [ich-Laut] in word final position, 
e.g. sinij [s'in'iƧ]. This type of pronunciation 
is labelled 'foreign' by Bryzgunova (1963: 73), 
but can be heard from speakers of CSR.
