There are a number of possibilities. Just a couple of days ago BBC had a 
program on Eritrean boat people, refugees and immigrants of various 
kinds in Italy, the embassy's spying system, the system of repressions 
back at home for their relatives and so on. It is an example of the well 
learned Soviet lessons. I am sure Eritrea is not alone.
