The American term for the ads is PSA "public service announcement" and 
the British term is PSI "Public service information."

There is no central council in the US, esp. since de-regulation:

... so you may have to make one up, and use an article in front of it 
to make clear it is a prototype and not an actual organization: _A 
National Administration for PSAs_ would be an American-sounding 
concoction. I think.
