Dear Vadim,

thanks - but what is a "conflict commission"? Why are only some members "po soglasovaniyu"?

A concrete example is at http://www.rg.ru/2009/05/20/komissia-dok.html , the Commission Against the Falsifying of History to Harm the Interests of Russia.
