Dear Jane,

I would call the general information line and ask for the press  
department. Tel: (812) 595-42-48
I used images from the Hermitage for an article I wrote on Piotrovsky  
and Islamic art and got through to permissions via the director's  
office. You might try that too.
There's also the international Friend of Rus. Mus. - they might be  
helpful. Tel: (812) 315-15-85.
Just keep calling as museum folk don't seem to answer the phone as  
often as one would like...
