Rising Russian Enrollments

We have had rising enrollments over the past two years, especially in
intensive Russian (6 in 2007, 13 in 2008, 17 in 2009). I thought it was all
due to Georgia (August 2008), but Russia didn't send troops anywhere in
2009, and still enrollments went up.
