Specifically, Russian is mentioned among the thirteen languages included in the declaration issued by the Ukrainian government consequent upon ratification of the Council of Europe's Charter for Regional or Minority Languages (in 2005).  This status is contested by those promoting the cause of Russian, on the grounds that is inappropriate for  Russian to be placed on the same level as, for example, Greek and Gagauz.

I don't know of any specific provisions relating to promoting the learning of 'languages of international communication', but perhaps others can fill the gap.
