Thank you, Elena. I just learned that anyone who lives in Saint-Petersburg can register a guest at the post office. So the problem is resolved.

To my knowledge, to stay in a particular city over 3 days you have to be
registered somewhere, whether you are a citizen or not, at least this is the
case with Moscow. If you do get the registration, you could use it in the
library, I suppose.
