Here in Maine it is normal for restaurants to offer only "homestyle" french fries, which are fries with the skin on.

I think, this has to do with cooking methods. In Russia (Belarus, etc).
potatoes are usually eaten boiled or fried. With these, the skins can hardly
be a delicacy.
Baked potatoes (if they are not baked "?? ??????" during a hiking trip) are
more an American thing, and with this method, skins are delicious.
