Simon,

Maybe you’re thinking of the monument to the Turkish war next to Trinity 
Cathedral in St. Petersburg (constructed from 140 cannon barrels), which was 
built by Alexander III. It looks a lot like your illustration. The original was 
destroyed in 1929 and a replica was built in 2004:
