I know someone who used them.
She was not asked to pay for publication, but they pretty much 
published everything she handed them as is.
There was NO editorial process. They published every mistake and every 
typo she had in the MS, plus it seems they make some of their own.
I've seen their website. They have books there where they misspelled 
the title (in one case a chemical element).

Their primary niche seems to be books on esoteric chemistry and 
engineering processes (OK, esoteric to me ...).

This is NOT a peer-reviewed process, so if that matters to you, be 
aware.
