Question about average number of Russian majors

Hello,
I am attempting to determine what a respectable number of Russian majors would
be for a research I university. In your opinion, what would be an  average,
very good, excellent, poor number for a Russian department or program at any
given time? Does data about Russian majors exist anywhere?

ANY feedback you might provide will be very helpful.
